Motion for a Directive which prohibits the evictions and expulsions of the Roma people
To
the honourable members of the European Parliament
and
Council of the European Union
copy to
Mrs Navanethem Pillay,
United Nations High Commissioner for Human Rights,
Motion for a Directive to be issued by the European Parliament and Council of the European Union which prohibits the evictions and expulsions of the Roma people, or members of other ethnic or social minorities, from EU Member States

Rome / Madrid / Paris / London / Brussels / Bucharest / Budapest / Prag / New York / Santiago / São Paulo / Toronto, August 20, 2012
Evictions, expulsions, police and judicial repression, denial of medical treatment, removal of children from their families by social services are all forms of persecution affecting the Roma people in many countries of the European Union. These are forms of ethnic cleansing, which are justified by the institutions and authorities as "security procedures" and can therefore be compared to the Nuremberg Laws enacted in 1935, which justified racial discrimination on pseudo-scientific grounds. The evictions and expulsions being carried out every day leave Roma men, women and children in the street, exposing them to the dangers of insecurity, the elements, hunger, disease, and violence from racists. Because of the legalized ethnic cleansing underway, many Roma who had sunk into a situation of hardship and vulnerability (particularly small children and the sick) have lost their lives. They are the victims of racism and indifference and their deaths call out for justice. It is a slaughter that has not yet been stopped. In these conditions of social exclusion, extreme poverty and forced nomadism, the Roma people now have an average life expectancy of just 45 years, compared to 80 years for other European Union citizens. The persecution of the Roma is taking place despite the European Commission putting the fight against poverty and unemployment at the center of its economic and social agenda for 2020, an agenda which aims to overcome the poverty and social exclusion that affects at least 20 million people in the EU over the next ten years. However, the national objectives of all 27 Member States appear not to include the Roma, the real "invisible citizens" of Europe. We should note, though, that the text published by the European Commission concerning the objectives of the European platform against poverty and social exclusion states that "homelessness and housing exclusion represents one of the most extreme forms of poverty and deprivation, which has increased in recent years".
The evictions, expulsions and persecution of the Roma clash with the primary values of European civilization sanctioned in the European Charter of Fundamental Human Rights: the right to life, employment, housing, health, integrity of families, and the welfare and schooling of children.
The international conventions also forbid the practice of collective expulsions, carried out indiscriminately against persons belonging to a group or category of persons. However, in almost all the countries of the EU the national institutions have put in place over recent years systems of collective expulsion and repression against the Roma people. Each clearance of a makeshift settlement involves the destruction and loss of someone's home, the violation of the right to safety of the evicted families, the violation of the rights of children, women, the sick, and the social worth of the individual. The inviolability of the social right to housing is sanctioned in all the international and costitutional charters, as well as by article 25 of the Universal Declaration of Human Rights and article 11 of the International Covenant on Economic, Social and Cultural Rights.
The brutalisation of society and the subsequent enactment of laws, regulations and measures that restrict the right to housing, safety, health, and human dignity, can not in any way justify the current forms of institutional, political, police, judicial and media persecution facing the Roma people. These violations have led to (borne out by the figures on the average life expectancy, infant mortality, and mortality caused by insecurity and violence) a genocide of the Roma people. On this premise the signatories are urgently appealing to the European Parliament and EU Council for a debate and approval of a specific directive to ban, throughout the EU, all measures that foresee the eviction or expulsion of people of the Roma ethnic group and other ethnic or social minority groups. We appeal for a return of their basic rights, and for member states to get back on the path of respect for human and social rights by putting an end to the genocide and obeying the ruling of the European Charter on Fundamental Human Rights, reiterated in Directive 2000/43/EC Council of 29 June, 2000 which implements the principle of equal treatment between persons irrespective of racial or ethnic origin.
Awaiting an urgent response which will put a stop to the intolerant wave that is now washing over almost all the EU Member States, we extend to the recipients of this motion our most cordial regards.

Let's contact the European Parliament. There are 3 former Members on this site. Let's also use the precious calculations made by Valeriu Nicolae on the effects of the Euros invested by France to promote leaving France for the "Thuislanden", Romania and Bulgaria. With 3 kids, a couple will receive 2 x 300 and 3 x 100 = 900 Euros. Returning by bus only takes 40 Euros per person.
