Neonazis in Novy Bydzov - How did it all started?

Novy Bydžov is a small town of 7000 some 100 km east of Prague. It's mayor, Mr.Pavel Louda, has decided to combat so-called gypsy problem after alleged rape has been committed by member of their Roma community. He has put up a declaration, titled "Gypsies have raped; the city is preparing specific measures." on official town's website. This document has became a pretext for nationalist DSSS party to organize a march on February 12, 2011. Despite numerous protest from human rights and Roma organizations in the Czech Republic, mayor is refusing to take a document off the site. Gypsies have raped; the city is preparing specific measures.

This was the last straw for hate of the people towards gypsies. In the past few days in New Bydžov, a girl was raped by gypsies on the way from the bus, in the city center. The family suffers; the main perpetrator is in custody, those who watched are free. Citizens initiated a petition directed to representatives of the city, which calls for a radical solution to the issue of gypsies in the city. Collecting signatures is going on, outrage and support for affected family moves through the city, across all age groups. The number of Roma's have grown over the past five years by 5%, they spread in the city, annoy, steal and rape. Time, when a decent citizen is working, gypsies spend wallowing on benches on the square and by happily chatter. City's in-depth investigation revealed that one third of gypsies do not have permanent address in the city, yet they are using public services. They live in private buildings. Each building have been audited and hard to believe facts have been revealed. Owners are not paying their taxes from illegal rents, which would be pointless anyway since most of the properties are under collection order. Citizens are demanding repressions. In the last 7 years, the city has considerably enhanced the social integration activities, established field work, the low-threshold center for children and young people is operating one year and city employs annually 20 gypsies in community work, although their work ethic is poor, Department of Public Social Service is organizing public services for people dependent on welfare and implementing the program of work integration and employment. Annually, the city is allocating tons of money into Roma integration from various subsidies. Citizens condemn all those activities, they don't want them, they want gypsies to disappear. But how? The city's hands are tied by national legislation, which does not allow for radical measures in order to avoid anti-discrimination legal actions. The city is suppose to look after the welfare of its citizens, but how can it when it can not take action against those who destroy all attempts to fulfill the satisfaction of its' citizens? The Czech state is not eager to resolve the situation as France did, and it has no idea what is going on. It is necessary to be robbed, raped or murdered in order for authorities to respond at all. Police protection does not exist. Marketing slogan, "To help and to protect" is in the light of present reality ridiculous, as it is not being implemented. In New Bydžov, the police serve in double man units. If they have to go out of town because their administrative area is wider, the city is unprotected and gypsies are happily raging, yelling, threatening, threatening with knives, stealing, and raping. Continuous control of the city is limited to the limit on fuel. If the month's fuel allocation is depleted, the unit cannot go to patrol. There is no money for the gasoline for police cars because the state is wasting billions on so-called integration, which even after years, does not and will not have any results. A good citizen of New Bydžov is in fear, is powerless, has no protection, and is turning for answers to the solution of the displacement of gypsies to the city. But there is no legal basis on how to prevent the migration of gypsies into town, because thanks to the membership in the European Union there is no border protection, in Europe everyone can move as they please. The same is happening among the municipalities in the county, the city has no power to authorize or prohibit stay. Representatives of the city have attended in February this year a meeting at the Government Council for Roma Community Affairs, where they asked for support and solutions. They left like battered dogs, the whole meeting has changed into the investigation in front of the council of 40 people, and interrogation-like questioning. And the result? We cannot harm gypsies; we have to ensure that there is an equal number of them in all schools, not only in the one on Palackeho street. We have to ensure that field social worker is not an employee of the city because as such, he cannot provide good care in rights of gypsies. Such is the attitude of the state, but this city can not and must not give up!

We have put in place a number of measures because there has been enough of the sugar coating of the life of gypsies. We will still promote measures to provide social integration, but together with it will start another one, less pleasant.
- The city will increase number of policemen by two in 2011, and will intensify patrols in the city
- City police will get a car so they can supervise several places in town
- City police will get a trained service dog
- Direct police management will be taken over by thep mayor, who will increase police effectiveness, effective immediately.
- The city will start negotiations with the Union of towns and villages in the matter of legal pressure to stop the flow of money to the so-called Roma integration
- The City will submit a complaint to the courts and to the ombudsman regarding Czech Police budget cuts and the lack of protection of the public, as it is declared in the constitutional law č.2/1993 Charter of Rights and Freedoms in Articles 3, 7 and 10 and Act No. 283/1991 § 2, paragraph 1
- We will limit abuse of public works for gypsies
- The city will launch raids on casinos and bars, anyone caught at the slot machines while collecting welfare will have his benefits cut off despite the expected legal action in this case
- The city will ensure more immigration checks and improves cooperation with the Czech Police
- The city will seek to obtain a mobile camera system
