This is happening in Bulgaria today: thousands of Roma lack identity cards because to get the ID card they need to demonstrate a fixed address, or demonstrate that they have a house or have a certificate of living in a rented house. The lack of identity cards prevents them from leaving their neighborhoods as the police fine them for not having an ID, which also denies them access to social services because they cannot be identified, can not get a job, and even their children can not go to school because they cannot prove their identity (parents are required to get the card for their children, but they need a card themselves in order to do so).
